These Modlite batteries are the best for high discharge flashlights and cell is made by L Chem based in Korea. Modlite adds a high quality protection PCB/BMS along the nipple in an ISO 9001 certified factory too all safety standards. A black wrap holds the whole battery together. 

These batteries are manufactured with a high quality PCB including a Japanese Ricoh protection IC for 18A high current cutoff. This protection circuit protects the battery from mishandling, overcharge or discharge while allowing the battery to do its job properly.
